Inspection Process
- An electronic APIS manifest must be filed for all private and commercial aircraft arrivals and departures in accordance with current regulations and procedures.
- Seaplane operators must land at Lake Vermillion and utilize the CBP ROAM application to complete arrival processes. A video inspection with CBP will be conducted at which time CBP may ask to see each passenger.
- The ROAM application is authorized for seaplane operator use only at limited locations. The use of ROAM for other private and commercial general aviation aircraft is not authorized.

Permission to Land
Commercial aircraft operators departing the U.S. must obtain an outbound clearance by contacting CBP directly. Pilots must secure permission to land by contacting CBP in International Falls, MN prior to departure from the foreign port or place and at least 1 hour in advance of the anticipated arrival time at Lake Vermillion Seaplane Base. Permission to land is granted with a tolerance of (+/-) 30 minutes. If your ETA deviates outside those parameters, Previously granted permission(s) are invalid and you must contact CBP to re-secure permission to land.
