Hours of Service for Entrance 
and Clearance 
Inspection services for the entrance/
arrival of aircraft at San Bernardino 
International Airport are available 
Monday-Friday, 0800-1700 in 
accordance with the port's permission 
to land procedures.  After hours 
requests available with advance notice.
Commercial aircraft operators departing 
the U.S. must obtain an outbound 
clearance by contacting CBP directly. 
Permission to Land Procedures 
San Bernardino International Airport (KSBD) is designated as 
a “user fee airport” [19 CFR 122.1(m);19 CFR 122.15]. 
Pilots must secure permission to land by contacting CBP at 
least one business day in advance of the anticipated arrival 
time at San Bernardino International Airport. 
Permission to land is granted with a tolerance of (+/-) 15 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you must 
contact CBP to re-secure permission to land.  
Inspection Process 
• Pilot must follow the direction of the ramp agents, who will marshal the aircraft into an available space.
• Do not offload baggage or passengers until instructed by a CBP Officer.
• All crew and passengers will be processed in the FIS area of the CBP GAF unless otherwise
instructed.
• Ground transportation for passengers must be coordinated with the FBO.
Special Procedures/Miscellaneous 
• San Bernardino International Airport charges a “Customs Fee” for all arrivals.
• The fee schedule can be obtained from the FBO.
• All updates to flights must be done by telephone.
• Advise CBP if transporting live animals, weapons, hunting trophies, or commercial imports.
• Failure to notify CBP of a cancellation of an arrival may result in denial of future landing rights
requests.
