and Clearance 
There is no CBP office or staff at Lihue 
Airport. Operational hours are by 
request only. 
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting CBP 
directly. 
Permission to Land Procedures 
There are no CBP office or staff at Lihue Airport. 
Operational hours are by pre-arranged requests only. CBP 
at the Kona Port of Entry must be contacted one week in 
advance of estimated date of arrival to request scheduled 
service and permission to land.  
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you must 
contact CBP to re-secure permission to land.  
Inspection Process 
• There is no CBP office or staff at Lihue Airport. Operational hours are by request only. CBP at the 
Kona Port of Entry must be contacted to request scheduled service and permission to land. 
Special Procedures/Miscellaneous 
• Lihue cannot accommodate regulated garbage.
• CBPO's will have to travel from other locations to service aircraft at PHLI.
