Inspection services for the entrance/
arrival of aircraft at Ellison Onizuka Kona 
International Airport at Keāhole are 
available during regular office hours.  
Processing outside regular office hours, 
CBP Kona can process most flights  
under the RSP program (see note 
below).
Commercial aircraft operators departing 
the U.S. must obtain an outbound 
clearance by contacting CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP 
directly, during regular office hours, prior to departure 
from the foreign port or place and at least two hours in 
advance of the anticipated arrival time at PHKO.  
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you 
must contact CBP to re-secure permission to land.  
Inspection Process 
• Aircraft should park on the ramp at the dedicated CBP FIS.
• The aircraft control tower can direct you in if needed.
• The ramp is not attached to the FBO or main terminal.
• A CBP Officer will meet the aircraft on the ramp to begin the inspection.
• All crew and passengers will be processed inside the FIS.
• Be prepared to present passports, visas, pilot’s license, medical certificate, aircraft registration, and
user fee decal (if appropriate).
• Regulated waste/garbage will be collected by CBP from the aircraft crew.
• Passengers can depart directly from FIS at the conclusion of their inspection.
Special Procedures/Miscellaneous 
• RSP requests for flights arriving after regular business hours must be submitted four (4) business days 
prior to the estimated time of arrival (ETA). Approval of after-hours requests are at the discretion of the 
Port Director and are subject to staffing availability. RSP requests must be submitted concurrently with 
the flight's APIS manifest.
