Hours of Service for Entrance 
and Clearance 
Inspection services for the entrance/
arrival of aircraft at Hilo International 
Airport are available Monday-Friday, 
0630-1300 in accordance with the 
port's permission to land procedures.  
See Special Procedures below.
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting CBP 
directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP 
prior to departure from the foreign port or place and at 
least one week in advance of the anticipated arrival time 
at PHTO. 
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you 
must contact CBP to re-secure permission to land.  
Inspection Process 
• The fixed based operators (FBO) will provide assistance with answering all questions pertaining 
to foreign arrivals and departures at Hilo International Airport.
• Inspections will be done at FBO ramp.
Special Procedures/Miscellaneous 
• Fixed based operators at Hilo International Airport include as follows: Signature can be reached at 
808-934-7757, and Atlantic can be reached at 808-961-6601.
• After hours requests need prior approval and those operators without RSP may be directed to HNL 
for clearance.
