Hours of Service for Entrance 
and Clearance 
Inspection services for the entrance/
arrival of aircraft at Coleman A. Young 
International Airport are generally 
available 7 days per week, 24 hours 
per day in accordance with the port's 
permission to land procedures.
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting 
CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP prior to 
departure from the foreign port or place and at least two hours in 
advance of the anticipated arrival time at KDET.
Permission to land is granted with a tolerance of (+/-) 30 minutes.  
If your ETA deviates outside those parameters, Previously 
granted permission(s) are invalid and you must contact CBP to 
re-secure permission to land. 
Inspection Process 
• Aircraft will be parked near the CBP Office, if feasible.
• All crew and passengers will remain on the aircraft until CBP meets the aircraft.
• Aircraft will be inspected by a CBP Officer.
• All crew and passengers will go into the CBP Office to be processed.
• All crew and passengers should be prepared to present passport and/or visa to CBP Officers.
• All crew and passengers can depart directly from the CBP Office at the conclusion of their inspection.
Special Procedures/Miscellaneous 
• Any aircraft carrying a passenger from a Visa Waiver Country must be a signatory airline, or the passenger
already has a valid WT/WB I-94.
