and Clearance 
Inspection services for the entrance/
arrival of aircraft at Buffalo Niagara 
International Airport are available 
seven days per week, 24 hours per 
day in accordance with the port’s 
permission to land procedures. See 
special procedures below.
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting 
CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP 
prior to departure from foreign airport and at least two hours 
but not more than 24 hours in advance of the anticipated 
arrival time at Buffalo Niagara International Airport. 
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you must 
contact the CBP port to re-secure permission to land. 
Inspection Process 
Signature Flight Support:
• Aircraft will pull up to the CBP facility located within the Signature Flight Support building.
• The control tower will guide the aircraft if needed.
• Be prepared to present travel documents.
• International waste will be processed by CBP Agriculture Specialists.
KBUF:
• The control tower will direct the aircraft to the proper gate/ tarmac location which will generate a
block time.
• All crew and passengers will be processed within the FIS.
• Be prepared to present travel documents.
• International waste will be processed by CBP Agriculture Specialists.
Special Procedures/Miscellaneous 
• Flights at KBUF can be processed 24/7 with advance notice of arrival provided.
• Signature hours are 0700-2400, 7 days per week.
• Flights arriving with 20 or more passengers must be processed at the FIS, not at Signature Flight
Support.
