Inspection services for the entrance/
arrival of aircraft at NY Stewart 
International Airport are available 
Monday-Friday, 0800-1600 in 
accordance with the port’s permission 
to land procedures.  
Commercial aircraft operators departing 
the U.S. must obtain an outbound 
clearance by contacting CBP directly. 
Permission to Land Procedures 
New York Stewart International Airport (KSWF) is designated 
as a “user fee airport” [19 CFR 122.1(m);19 CFR 122.15].  
Pilots must secure permission to land by contacting CBP at 
least 2 hours prior to departure from the foreign port or place. 
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you must 
contact CBP to re-secure permission to land.  
Inspection Process 
• Arriving aircraft are required to park outside the CBP office located at the main terminal.
• The airport control tower can direct you in if needed.
• All crew and passengers will be processed inside the FIS.
• Be prepared to present passports, visas, pilot’s license, medical certificate, aircraft registration, and user
fee decal (if appropriate).
• Regulated waste/garbage will be collected by airport personnel from the aircraft crew.
• Passengers must reboard the aircraft at the conclusion of their inspection and taxi to their FBO.
Special Procedures/Miscellaneous 
• KSWF is designated to process passenger flights only, no cargo can be processed.
• Email messages and telephone calls will only be answered during regular hours of operation.
• Advise CBP if transporting live animals, weapons, hunting trophies, or commercial imports.
• Requests for permission to land outside normal hours of operation must be made prior to 1200 (ET).
• Requests for weekend service must be made prior to 1200 (ET) on Friday. If a holiday falls on the
weekend, requests for permission to land must be made before 1200 (ET) the previous business day.
