Hours of Service for Entrance 
and Clearance 
Inspection services for the entrance/
arrival of aircraft at Westover 
Metropolitan Airport are available 7 
days per week, 0800-2000 in 
accordance with the port's 
permission to land procedures.  
 Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting 
CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP 
prior to departure from the foreign airport and at least 4 
hours in advance of the anticipated arrival time at 
Westover Metropolitan Airport. 
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you 
must contact CBP to re-secure permission to land.  
Inspection Process 
• Aircraft should park on the ramp at the designated location - main terminal or FBO.
• The aircraft control tower can direct you in if needed.
• There is no CBP facility at this airport.
• A CBP Officer will meet the aircraft on the ramp to begin the inspection.
• All crew and passengers will be processed planeside.
• Be prepared to present passports, visas, pilot’s license, medical certificate, aircraft registration, 
and user fee
• decal (if appropriate).
• Regulated waste/garbage will be collected by CBP from the aircraft crew.
• Passengers can depart directly from FIS at the conclusion of their inspection. 
Special Procedures/Miscellaneous 
• Westover Metropolitan Airport (KCEF) is serviced by CBP Hartford. Limited inspection services for the 
entrance/arrival of aircraft at Westover Metropolitan Airport are available on a case-by-case basis.
• Inspection services and weekend coverage are on a case-by-case basis in accordance with the port’s 
permission to land procedures. Permission to land must be requested during operating hours.
• CBP Officers travel from Hartford, CT to service aircraft arrivals at this airport, accurate ETAs and timely 
updates to ETAs are critical.

• Advise CBP if transporting live animals, weapons, hunting trophies or commercial imports.
