Commercial aircraft operators departing the U.S. must obtain an outbound clearance by contacting CBP directly. Permission to Land Procedures Pilots must secure permission to land by contacting the Port of Skagit prior to departure from the foreign port or place. The Port of Skagit will submit a request for a specific window during which a flight will arrive. If CBP approves the request, CBP will have an officer available during that time frame to inspect the aircraft. If your ETA changes to outside of that time frame, previously granted permission(s) are invalid and you must contact CBP to re-secure permission to land.
