Coeur d'Alene Airport - Pappy Boyington Field (KCOE) is designated as a “user fee airport” [19 CFR 122.1(m);19 CFR 122.15]. Pilots must secure permission to land by contacting CBP prior to departure from the foreign airport and in accordance with the special procedures section below. Permission to land is granted with a tolerance of (+/-) 30 minutes. If your ETA deviates outside these parameters, previously granted permission(s) are invalid and you must contact the CBP port to re-secure permission to land.

• After Hours: Pilots must secure permission to land by contacting CBP by 1500 and at least two hours prior to the anticipated arrival time at Coeur d'Alene Airport.
• Tuesdays/Wednesdays/Holidays: Pilots must secure permission to land by contacting CBP before the close of business on the last 'non-Holiday Sunday' prior to the anticipated arrival date at Coeur d'Alene Airport.
• During your initial Landing Rights Request call, advise CBP if transporting live animals, weapons, hunting trophies, or commercial imports (including importation of the aircraft itself).
• Accurate ETAs and timely updates to ETAs are critical.
