  • Aircraft should taxi directly to the FIS upon arrival.
  • Be prepared to present passports, visas, pilot’s license, medical certificate, aircraft registration, and user fee decal (if appropriate).
  • Please adhere to guidance and requirements for international travel from other United States government agencies.
  • Please follow any additional instructions provided by a CBP Officer whether by phone, email, or in person.
  • Passengers can depart directly from FIS at the conclusion of their inspection.

  • Pilots must secure permission to land by contacting CBP during regular office hours.
  • Commercial aircraft operators departing the U.S. must obtain an outbound clearance by contacting CBP directly.
  • Private aircraft clearance permissions to depart are granted systematically after the transmission of an acceptable APIS manifest.
  • Any aircraft granted outbound clearance must notify CBP directly, at the phone numbers listed above, if the approved date/ time of departure changes.
  • Laredo Command Center - For use only if communications are down at the Laredo International Airport.
  • The maximum number of passengers KLRD can accommodate at the FIS is 30 passengers. If there are more than 30 passengers, the passengers will be cleared at the main terminal. Inspection services for the entrance/
arrival of aircraft at Laredo 
International Airport are generally 
available seven days per week, 24 
hours per day in accordance with 
the port’s permission to land 
procedures. 
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting 
CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP no later 
than one hour prior to departure from the foreign port or place.  
Permission to land is granted with a tolerance of (+/-) 30 minutes.  
If your ETA deviates outside those parameters, previously granted 
permission(s) are invalid and you must contact the CBP port to re-
secure permission to land. Scheduled aircraft arrival times may be 
adjusted by CBP based on total aircraft volume and operational 
capacity.
If the flight is canceled or diverted to another airport, please 
contact CBP at KLRD to notify of the change.
