Hours of Service for Entrance 
and Clearance 
Inspection services for the entrance/
arrival of aircraft at Philadelphia 
International Airport are available 7 
days per week, 0900-1200 and 
1800-2000 in accordance with the 
port's permission to land procedures.  
Commercial aircraft operators 
departing the U.S. must obtain an 
outbound clearance by contacting 
CBP directly. 
Permission to Land Procedures 
Pilots must secure permission to land by contacting CBP 
prior to departure from the foreign port or place and at 
least one hour in advance of the anticipated arrival time at 
KPHL. 
Permission to land is granted with a tolerance of (+/-) 30 
minutes. If your ETA deviates outside these parameters, 
previously granted permission(s) are invalid and you must 
contact CBP to re-secure permission to land.  
Inspection Process 
• Commercial flights park at A-West Terminal. Private flights park at Atlantic Aviation.
• Private flights met upon arrival. Commercial flights proceed to FIS.
• Private flight pax/crew brought to FIS for processing.
• Private/Commercial flights present all necessary documents/paperwork upon arrival.
• Private flights must report all applicable info. prior to departing for KPHL. (tail #/crew/pax, etc)
• Regulated waste/garbage handled by Agriculture Specialists when required.
Special Procedures/Miscellaneous 
• E&C office is open 0800-2200, however, the on-duty supervisor can facilitate deviations/emergency
landing during the off hours (2200-0600).
• Pax/crew on private flights arriving at Atlantic Aviation currently are transported to FIS for processing.
• Our new General Aviation Facility (GAF) is currently under construction we are working with the
temporary hours of 0900-1200 and 1800-2000.
